It analyses BfIS to identify missing linkages and to present positive lessons from local efforts in India. Literature on innovation systems points out that pro-poor innovation in rural areas is most likely to occur through small-scale ventures and entrepreneurs. Bio-fertilizer innovation is cheap and safe for farmers, and provides increased scope for local employment, involving decentralized rural infrastructure, and skills and capacities to address soil fertility.
