Three major topics were: Description and comparative analysis of the roles and responsibilities of the Councils and governance of the innovation system; Means of influencing government policy; and Opportunities of collaboration among the Councils. Recommendations are made for future dialogue on issues of investment, financing, and policy for Science, Technology and Innovation (STI) programmes.
