A comprehensive assessment conducted by WHO of private sector regulation shows that laws are outdated, enforcement is weak, and rules and regulations are vague. The challenge in a private sector assessment (PSA) is to gather and shape the primary data so it becomes useful. For increased private sector participation, regulation needs to be seen as a ‘facilitating' instrument.
