There is strong evidence that hard-handed, ‘mano dura’ approaches to new conflict issues do not work, and peace building for unconventional conflicts needs more than simply a law enforcement approach. Non-state actors in unconventional conflicts prosper through a variety of criminal activities, from drug and human trafficking, extortion and robbery, to illegal mining.
