Katiba Institute2015-12-232015-12-232015http://hdl.handle.net/10625/55273The National Land Commission of Kenya has a critical role to play in addressing injustices faced by those living in informal settlements, such as residents in Mukuru who suffer the “poverty penalty.” Tenure insecurity impacts access to justice, and to basic services such as water and electricity, productive livelihoods, and use of the land. Informality of the land tenure system has resulted in exclusion of settlements from urban development planning and also from normal service delivery systems.
