Strengthening the ZHRCs could build capacity for district health staff to plan, prioritize, integrate and deliver essential health interventions. The devolution process gave a growing role to local Government agencies with new planning and funding mechanisms; district funding increased, enabling councils to improve their health services. There is a need to legalize the ZHRCs, specifying mandates for the Zones, and defining their roles.Text1 digital file (39 p. : ill.)enHEALTH SYSTEMHEALTH POLICYOPERATIONS RESEARCHNational expansion of TEHIP tools zonal roll out : end of programme evaluation; final reportIDRC Evaluation Report
