Over the last decade, vocational training has gained prominence in policy discourse and is seen as a facilitator of employment and social mobility. This review looks at the VET policies and institutions in Brazil and India. In practice, the principal institutional training systems have only reached a fraction of the labour market and reflect prevailing hierarchical structures.
