Clearly identified multi-criteria decision-making frameworks are needed, coupled with strategic environmental assessments (SEA), and design schemes that can absorb costs associated with ecosystem-based approaches. Presentation papers constituted capacity challenges for response to climate change on the African continent, and formed a baseline for policy roundtable discussions.
