The returns are high on research and development in an environment of balanced publicly and privately funded research. Recommendations include institutional reforms to introduce meritocracy in R&D institutions; promotion of gender equity to mobilize the intellectual power of women, and creation of an effective incentive system including an Intellectual Property Rights regime.
