The Congo Basin forest (spanning Republic of Cameroon, Central African Republic, and Republic of Congo) is a vast transboundary natural resource pool indispensable to the national development plans of the region. REDD+ is under negotiation to become part of a new international climate change agreement (UNFCCC, 2011a; UN-REDD Programme, 2011).
