Sharing materials and ideas, along with other inclusive practices of users and creators of Open Educational Resources (OER) relies on: access to technology; digital literacy skills; access to different networks including personal networks (social media); organisational /departmental structures and practices; belief in universal participation in education; and endorsement by authorities.
