Improving the education system should be the prime policy focus, with primary and secondary education imparting the necessary foundational skills to young people, and higher education and technical and vocational education and training building on that. The ASEAN Economic Community Blueprint, adopted by ASEAN leaders in 2007, sets clear targets and timelines for implementation of various measures. According to the AEC Scorecard and progress report here, Cambodia has done well in meeting many milestones.
