Like many such moves, it started by accident. The Western view of socioeconomic research, of policy development, and of the links between the two, were utterly alien to Vietnamese polity as it is existed then. IDRC selected an approach different for the time, more demanding and less immediately rewarding: to train Vietnamese researchers in how to do policy research and how to provide policy advice. This paper presents a telling tale of research and policy influence.1 digital fileenECONOMIC RESEARCHRESEARCH CAPACITYPOLICY MAKINGINSTITUTION BUILDINGVIET NAMIDRCRESEARCH PROJECTSECONOMIC REFORMPOLITICAL REFORMCENTRAL GOVERNMENTRESEARCH POLICYRESEARCH AND POLICYCANADAFAR EAST ASIATRAINING AND RESEARCH INSTITUTIONSResearch and the policy process : IDRC's experience in Viet NamResearch influence on public policy : case studyIDRC-Related Report
