Currie-Alder, Bruce2015-09-032015-09-032015http://hdl.handle.net/10625/54550Despite recent reforms and a move towards calls for proposals, research funding frameworks in the region have limited influence on the daily behaviour within research producing organizations; researchers are guided more by performance expectations within the organizations that hire them, along with opportunities to enhance professional reputations. Based on an array of bilateral agreements, policy frameworks privilege connections with science-leading countries outside the region, largely bypassing neighbouring Arab countries, and provide little motivation to researchers to address issues raised by industry or society.
