The point of departure for analysis is a Sustainable Livelihoods (SL) Framework. This approach factors in assets and activities adopted by households in order to obtain resources they need. Inadequate coverage of ICT infrastructure has implications in the ICT-poverty nexus. ICT-related constraints add another layer to analysis because at the macro level they are part of existing economic situations; access to electricity is a major constraint to the use of television, computer-based ICTs, and mobile phones.Text1 digital file (79 p. : ill.)enINFORMATION TECHNOLOGYCOMMUNICATIONPOVERTYINFORMATION AND COMMUNICATION TECHNOLOGY (ICT)POVERTY MITIGATIONRURAL POPULATIONEAST AFRICARURAL URBAN DIFFERENTIALSDIGITAL DIVIDEDIGITAL INCLUSIONICT-POVERTY NEXUSLIVELIHOOD SECURITYCOMPUTER LITERACYCase studies from Kenya, Rwanda, Tanzania and Uganda : synthesis report; finalSynthesis Report
