Additional scoping studies are recommended to better define research needs prior to the research call, including a component on mapping the political and decision-making landscape, as well as partnering with local institutions that have in-depth knowledge. A clear demand-related criterion for the projects that will be funded is emphasized as necessary. Climate change priorities are defined at the country level, which then inform subcontinental and continental priorities.
