The study provides evidence that suggests high quality research is responsive to policy making priorities. However, responsiveness to policy making urgencies can compromise research capacity building. It includes suggestions to enhance training and technical assistance for improving the effectiveness of research competitions in delivering capacity building for development research. The report suggests that IDRC and project beneficiaries should pay more attention to the institutional component of projects if capacity building is to be promoted in a more sustainable way.1 digital fileenECONOMIC DEVELOPMENTINTERNATIONAL ECONOMIC RELATIONSTRADEDEVELOPMENT RESEARCHIDRCPROJECT EVALUATIONCENTRAL AMERICAPOLICY MAKINGCAPACITY BUILDINGRESEARCH CAPACITYNORTH AND CENTRAL AMERICAEvaluation of "Central America in the World Economy of the 21st Century" phases I and IIIDRC Evaluation Report
