The focus on institutionalisation draws attention not only to establishment of policy goals, frameworks and entities, but to their enactment within existing institutional landscapes. The paper identifies three variables that influence the why and how of commitments that become institutionalised: deliberation, horizontal coordination, and national/international dynamics.
