This study presents an analysis of UAFs in the Andean region, beginning with a reflection on the role of the state with regard to the provision of public services. This is followed by an overview of UAFs, situating them in the political and economic context that led to their creation. The paper argues that regulation and control in the telecommunications sector are inherent to the role of the state.
