Costs of conflict have the potential to provide policy makers and donors with information that clearly identifies areas that require attention in reconstruction, but also ensure that the actors are able to more accurately plan for reconstruction. Analyses of costs of conflicts have largely been dominated by econometric measurements to the exclusion of social, cultural and political considerations.
