dc.description.abstractPolicy debate and research have only in the past few years registered the supermarket revolution and reflected on impacts on agrifood systems and development. There is evidence of emerging exclusion of under-capitalized small farmers. Assistance is crucial for these farmers to make a transition towards being competitive suppliers of supermarkets, or finding alternatives for agricultural viability. Policy, such as retailer-supplier codes of conduct, can spur development of commercial sector modernization and attempt to lessen conflict while creating opportunities for small farms and firms. This report reviews emerging issues and evidence, and suggests development policy implications.en
