dc.description.abstractGhost Busting features interviews with the President, the Vice-President, several Cabinet ministers and other senior officials, as well as with citizens, examines the impact of ‘ghost workers’ on anti-corruption initiatives; ghost workers are people who receive government salaries but who are not working or who do not exist. The film focuses on a government sponsored payroll verification exercise that is being undertaken to reduce payroll fraud, strengthen employment controls and provide an evidence base for human resource management. It describes the work of a dynamic team of Sierra Leoneans (the Records Management Improvement Team) who are leading the exercise. The verification exercise breaks new ground in its emphasis on careful matching of payroll information and employment records with the individual employee.en
