dc.description.abstractIt is crucial that Africa develops its own answers to problems, rather than relying solely on ideas from other countries. Appropriate use of ICT comes through local adaptive learning, to find uses for technology that will meet real local needs. Through its project activities African Research for Information Society Emergence (ARISE) has attempted to identify where research capacity exists, making information publicly available on-line (at www.ariseafrica.org) and stimulating discussion on ICT issues among African researchers. This report documents online discussions towards developing a research agenda, strategies, and key questions.en
