dc.description.abstractIn 2007 the Bill & Melinda Gates Foundation began formulating the Global Development Policy and Advocacy (GDPA) initiative within its global development program in order to generate more public and private resources and to ensure they are used effectively. The inception meeting was held over three days and brought together 29 participants from sub-Saharan countries for dialogue about the GDPA strategy. This report distills major themes, traces fault lines, and summarizes principal recommendations; such as participants’ insistence that the foundation should start by building on the strengths of existing African institutions, increasing their policy making and research capacities.en
