This report looks at how regulators can provide different ways of representing consumers’ interests in the telecom sector. Some interventions cited in the report are from the European Union where regulation is very different. However, in Africa there are regional trading blocs such as the Southern African Development Community (SADC) and the Economic Community of West African States (ECOWAS). These offer common legal frameworks on particular issues, along with regional regulatory associations such as the Common Market for Eastern and Southern Africa (COMESA), a partner in the study.en
