dc.description.abstractThis paper discusses the implications of the new WTO multilateral agreements on anti-dumping, safeguards and subsidies and countervailing measures. It analyses the United States' trade-remedy laws, their implementation and the way their use is affected by the WTO dispute settlement mechanism. The paper examines the commercial defence policies in Latin America at regional and domestic levels, tressing that the increasing intra-regional trade and the deepening of the integration regimes underline the importance of both trade-remedy and competition policies in the region. It also explores developing countries' room for maneuver on commercial defence policy and the treatment each agreement grants to special and differential treatment. Finally, it highlights that the issues of antidumping, countervailing and safeguard measures are heading towards stricter disciplines. By way of conclusion, the paper points out some "sticking points" that need to be resolved to clarify the negotiating objectives in the WTO.en
