dc.description.abstractThe potential for dealing with a variety of regional conflicts over water can be significantly enhanced with application of management and pricing regimes. The paper discusses coastal and mountain aquifers and water supply in Israel, geopolitics and the demand for water, demand pricing, the scarcity value of water, historical trends, resource allocation, and alternatives to current water management practices. Enhanced ability to work regionally or multinationally, whatever the political circumstances may be, is a means to deal effectively with the externalities intrinsic to scarce water resources.en
