dc.description.abstractThe number of business licenses issued increased by 394%, primarily as a result of the fee reduction, and the simplification and streamlining of the application process. Reforms focused on the municipal procedures to obtain three documents: the certificate of compatibility (zoning), technical clearance (the inspection), and the business license. However, the majority (63%) of survey respondents indicate that “there is no advantage” in obtaining a business license. A more integrated approach that considers reforming the licensing process at the sector and national levels may be necessary.en
