dc.description.abstractThis paper reviews the state of research, and the environment for research in Asian countries. The returns are high on research and development in an environment of balanced publicly and privately funded research. Recommendations include institutional reforms to introduce meritocracy in R&D institutions; promotion of gender equity to mobilize the intellectual power of women, and creation of an effective incentive system including an Intellectual Property Rights regime. Research is also needed to help establish the rights of Indigenous people to their traditional knowledge.en
