dc.description.abstractIn describing the approach of both the OECD and IDRC, the author demonstrates how peer learning, based on sharing knowledge and evidence now underpins technological and economic growth. The book describes the principles and organizational behaviour of both the OECD and IDR, and their commitment to being inclusive agents of knowledge transmission. In the case of the rehabilitation of the Dneiper River Basin, shared between Belarus, Ukraine and Russia, the IDRC team for Eastern Europe created a methodological package that facilitated rigorous negotiations. The notion of ‘win-win’ is conceptually new within eastern bureaucracies. Also, the idea of cooperation among nations raises questions, doubts, and even suspicions.en
