dc.description.abstractIDRC’s ultimately fruitful decision to venture into the research and policy wastelands that was Viet Nam in the early 90’s was a particularly gutsy move. Like many such moves, it started by accident. The Western view of socioeconomic research, of policy development, and of the links between the two, were utterly alien to Vietnamese polity as it is existed then. IDRC selected an approach different for the time, more demanding and less immediately rewarding: to train Vietnamese researchers in how to do policy research and how to provide policy advice. This paper presents a telling tale of research and policy influence.en
