dc.description.abstractNon-formal education (NFE) has been able to overcome problems of the formal education system in reaching local communities in the highland areas of the province. It also helps build capacity of local community involvement in further development projects. Integrated with community-based natural resources management (CBNRM) and local planning activities, NFE has brought significant changes in literacy levels. Whereas the formal system functions quite well in Khmer and Lao communities, it has limited coverage. In highlander communities the formal system is relatively poorly equipped and staffed.en
