Abstract

This document presents the revised monitoring and evaluation plan focusing on the activity areas of the project in Colombo. The initial plan was prepared June 2007 and has now been finalised following a series of team consultations and comments. It provides a description of the project activities within each intervention area and links these to identified specific and general outcome areas. These outcome areas have been derived from the outcome challenges identified earlier in the project. These activities and outcomes are linked to indicators that would help capture the progress of these activities and understand the process of reaching the desired outcomes. The monitoring and evaluation plan is seen in the context of visualising the process documentation of the project and hence is developed with this additional activity in mind. This component will be tracked through outcome journals and this document also provides a plan to facilitate this process. The monitoring and evaluation component of this project has been developed to guide the implementation of project activities; understand changes that take place as a result of improvements to living conditions in the settlement through improved service provision; and capture the learning of the project. This necessitated the undertaking of a baseline study that would provide information on the pre-intervention context that could guide the planning and design of the project and construct a comparative analysis of change.
