The learning alliance identifies, innovates and disseminates effective practices related to rural enterprise among the partner agencies, and to specific external groups including policy makers, donors and relevant private sector firms. Specific topics include development of opportunities to link smallholder farmers and diverse markets; supply chain analysis and upgrading; provision of sustainable business services; product and process innovation for rural enterprise development. Despite decades of investment in development and research focused on poverty reduction and economic development, Latin America remains characterized by exclusionary development patterns and bias towards urban and industrial development at the expense of rural populations.en
