Abstract
In Tanzania, as in other countries, economic deprivation and the health crisis feed off one another. Essential Health Interventions Project (EHIP) became TEHIP when Tanzania became the host country. TEHIP provided small amounts of top-up funds that District Health Management Teams (DHMTs) could apply to what they saw as major weaknesses in the district health systems of Rufiji and Morogoro. Positive results in the decrease of child mortality rates caused a shift in perspective, and the idea of planning based on evidence has influenced the way the health sector operates.
