This two-page commentary provides IDRC perspective on the research climate in Canada. It suggests that Canadian universities should use a portion of the new funds made available to them to include research for development as part of their core research, teaching, and community outreach. IDRC applauds changes in the rules for several grants from the Social Sciences and Humanities Research Council (SSHRC) and the Canadian Institutes of Health Research that permit foreigners to receive Canadian funds.en
