dc.description.abstractResearch demonstrates that Community-Based Monitoring System (CBMS) approaches can effectively provide information to facilitate gender responsive and evidence-based budgeting (GRB). Analyzing budgets from a gender perspective helps governments better decide how policies should be implemented, if there is a need to adjust courses of action, and where resources need to be reallocated to narrow disparities in living conditions and socioeconomic standings. This in-depth report shows the use of CBMS data in local planning. It demonstrates how CBMS data actually make planning empirically-based through: (a) benchmarking; (b) using analytical frameworks; and (c) disaggregation by socioeconomic characteristics. A sample CBMS survey questionnaire is included.en
