Abstract
Opening up government remains an underexplored method for accelerating gender equality and closing critical gaps in information, access, and participation. The deliberate inclusion of women, girls, and those across the gender and sexual identity spectrum brings critical knowledge and skills that increase the potential of ambitious open government reforms. The COVID-19 pandemic has only accentuated the need for these insights as the epidemic continues to reveal a host of longstanding inequities in social services, government programs, access to digital resources, along with specific data collection and transparency needs. More inclusive open government policy and recovery efforts have the opportunity to help governments rebuild better institutions and address ongoing systemic barriers to equality through open policies and practices.
