Abstract
The chapter examines vulnerabilities that existed among people in South Africa before the Covid-19 pandemic and details how these have been exacerbated by the pandemic. Covid-19 has exposed and broadened vulnerabilities, while also increasing several risk factors, such as access to water, healthcare, and food. These impacts have been felt most strongly by women, children, elderly and disabled people, as well as refugees and migrants. Many vulnerabilities are structural, the result of various factors including systemic governance failures. Stronger data and monitoring and evaluation systems in various government departments are urgently required, across a range of scales.
