    GrOW East Africa mid-term workshop report : Nairobi, Kenya - October 3-6, 2022

    On October 3-6, IDRC and PEP co-hosted the mid-term workshop of the Growth and Economic Opportunities for Women (GrOW) East Africa initiative in Nairobi, Kenya. With a focus on Kenya, Ethiopia, Rwanda, Tanzania and Uganda, multi-disciplinary teams of researchers are testing solutions that promote gender equality and women’s economic empowerment (WEE) at work, at home and beyond. The program fosters novel in-country knowledge, innovations and solutions developed in partnerships with in-country practitioners, governments, and researchers, on policies and programs addressing unpaid care, labour market segregation, and women’s empowerment. The core objective of this mid-term workshop was to provide an opportunity for GrOW East Africa researchers to share results, get feedback on their research and early results, engage policymakers, build and strengthen the women’s economic empowerment community, and strengthen the grantees’ capacity in communication and research uptake.

    Public procurement and women’s economic empowerment in East Africa : challenges and opportunities

    As public procurement often involves large sums of money, many countries use their procurement spend to achieve varied policy goals beyond the purchase of the required goods and services. These policy goals include matters like the economic advancement of minorities or disadvantaged groups, or the promotion of fair labour practices and climate action. In recent times, countries have begun using procurement systems to advance gender equality. This is referred to as gender-responsive procurement and is defined by UN Women as the selection of services, goods and civil works that considers their impact on gender equality and women’s empowerment (UN Women, 2022). The OECD describes it as the introduction of gender requirements and considerations into public procurement policies and practices (OECD, 2021a), whilst the European Institute for Gender Equality defines it as “procurement that promotes gender equality through the purchase of works, supplies or services by public sector bodies. This means that buyers and suppliers look at the impact of all the contracted activities related to women’s and men’s interests and concerns and design and deliver contracts in a way that reduces gender inequalities” (European Institute for Gender Equality, 2022).

    Public procurement and women’s economic empowerment in East Africa : challenges and opportunities - policy brief

    This brief draws on a recent review of evidence and in-depth country studies supported by the Growth and Economic Opportunities for Women – East Africa initiative on the state of gender integration in government procurement programs, policies and practices and its role in WEE in East Africa. It identifies existing initiatives aimed at promoting gender equality in public procurement as well as existing challenges for women in participating and thriving in the procurement process. Focusing on five countries — Kenya, Tanzania, Uganda, Rwanda and Ethiopia — the brief highlights some of the measures that have been taken to promote gender equality in their procurement frameworks, and ultimately, contribute to WEE. The key finding is that public procurement as a tool to advance WEE is not being implemented to its full potential and that many countries struggle to fully integrate women in their procurement schemes. Gender responsive policies and practices can help governments achieve gender equality by addressing the barriers that prevent women from fully integrating the procurement system.
