Abstract

This paper identifies actions that can be carried out by governments to empower women-led businesses and make public procurement more inclusive. Gender-responsive procurement is defined as the selection of goods, civil works or services that take into account their impact on gender equality and women's empowerment. Women can bring innovation to the services and products provided by the government, particularly by ensuring that services and products that will benefit women are also designed by them. Issues with payment delays in public procurement mean that businesses need access to finance in public contracting.
