Abstract

The paper presents an estimation of the material footprint of the Mexico Valley Metropolitan Area (MVMA), developed in context of the upcoming United Nations Environment Programme (UNEP) report, “The Weight of Cities in Latin America and the Caribbean.” The Climate-Environmental Local Institutional Capacity Index (ICI-CLIMA) offers a comprehensive assessment of existing climate-environmental local capacities within the MVMA; its methodology can be adapted for cities and metropolitan areas (see Appendix A). The article provides details in relation to land use and municipal politics, including organized crime. ICI-CLIMA offers a baseline for pursuing science-based solutions and fostering science-policy interface arrangements.
