Abstract
Context influences effective implementation to scale of maternal, newborn and child health (MNCH) interventions. As health systems exist within a global, national and sub-national context, this study explores health system factors conducive or limiting to MNCH policy and programme implementation and outcomes. Data collection involved a non-exhaustive review of grey and published literature, and 48 key informant interviews. Being able to accomplish unfinished Millennium Development Goals (4 and 5) in West Africa will require investing in interventions that are key to improving health systems, such as improved training in obstetrics, and women’s access to health facilities services.
