Abstract
Coordination for the Reform and Modernization of Civil Status (CIRMEC) was created in 2017, which works to define strategic and operational orientations within the program of reform and modernization of the civil registration system in Guinea. The mayor of local municipalities/communes is the official authority in charge of registering all vital events. He or she reports to the National Directorate for Civil Registration and can delegate to one or more of deputies or members of the local council. There is an estimated 25% backlog of unregistered persons. Better coordination of partners is needed to implement the 5-year CRVS improvement strategic plan.
