Abstract

In Rwanda, the National Identification Agency (NIDA) is responsible for civil registration. NIDA is under the Ministry of Local Government. This policy brief traces the processes of data capture and operations of the Civil Registration and Vital Statistics (CRVS) system. The Government of Rwanda is modernizing the CRVS system through NIDA to deliver services and issue certificates at points of service. It has created the National Centralized and Integrated CRVS System (NCI-CRVS) that can capture data on vital events and produce statistical data for public and private institutions. Through NIDA, Rwanda citizens can apply for national identification documents.
