Abstract

In Mali, the National Directorate of Civil Status/ Direction Nationale de l'Etat Civil (DNEC) under the Ministry of Territorial Administration and Decentralization is the institution responsible for civil registration in the country. The organizational structure is highlighted in Annexes 1 and 2. This policy brief provides a detailed look at the functioning of the civil registration and vital statistics system processes, from local to national levels. The national identification number (NINA) is the unique number of the holder of the identity card and can also be considered a voter’s card. Current gaps in the CRVS system are characterized by the inadequacy governance and legal framework.
