Abstract
The local union councils and the National Database and Registration Authority (NADRA) are responsible for civil registration in Pakistan. It has a decentralized civil registration system in which local administrative bodies/local union councils undertake the actual registration and bear legal responsibility to conduct registration. Based on this synthesis report, changes have been proposed to the legal framework and are awaiting approval by Parliament. Mobile phones with a Digital Birth Registration app have recently been introduced for health workers in Punjab and Sindh.
