Abstract

Uganda’s civil registration system under the Registration of Persons Act (2015) brings together registration of births and deaths and a national identification system under the National Identification and Registration Authority (NIRA). Uganda’s national identification numbers (NIN) are shared by the national identification card system as well as recorded on birth registers and certificates. However, the link between civil registration and vital statistics (CRVS) systems is weak. There is a need for coordination among key stakeholders, such as collaboration with NIRA on registration of vital events; and with the Uganda Bureau of Statistics (UBOS) on sharing of data.
