Abstract

This policy brief explores the resilience of Namibia’s National Population Registration System (NPRS) during the COVID-19 pandemic when in-person contacts were restricted, offices were closed, and mobile registration was temporarily cancelled. The civil registration and identity management systems are integrated into one system, where health authorities and mortuaries notify live births and deaths occurring inside and outside of facilities directly to the civil registration system. The brief also explores how the system can be used to monitor key health indicators, such as numbers of deaths, causes of deaths, and excess deaths, as well as conducting health surveillance.
