Abstract

Open data is not yet entrenched in law on the continent. Legal frameworks supporting it are incomplete or absent. Implementation and resourcing are also very weak. While some governments are advancing towards data openness, this is the exception not the rule. The Open Data Barometer project worked with open data for development regional nodes, the United Nations Economic Commission for Africa (UNECA) and the United Nations Development Programme (UNDP) on adapting the project to the specific African context, ensuring also a proper coordination with the general objectives of the second African Data Revolution Report (ADRR).
